Maut increase from 1 December 2023

Last week final decision was made to increase the German Toll Tax (MAUT) by approximately 83% from December 1, 2023. In addition a resolution was adopted to reform Toll via a CO2 tax.

The increase of toll is primarily intended to generate financial resources for maintenance and development of the road network and infrastructure. With this reform German government is linking toll taxes to a CO2 tax for its sustainability program and develop a sustainable transport sector by cleaner trucks and electrification and herewith contributing to climate objectives. Another aspect is environmental protection and a significant part of the proceeds will be spent on the railway network.

The toll applies to both destination traffic in Germany and transit traffic through Germany. With this measure German government will raise approximately 26 billion over the next 4 years. The costs will have to be borne by the business industry according to the polluter pays principle.

Despite the noble efforts of the German government the industry and transport sector consider the implementation date to be an unfortunate choice and have requested a postponement. But German Bundestag still has decided to definitively introduce the MAUT as of December 1, 2023, with the result that costs resulting from this measure will be charged to the business industry on a one-to-one basis.
