Norway's new Digitoll System: here's what you need to know

Starting in September 2026, Norway will implement the new Digitoll system. This means that all customs documents for shipments to Norway must be submitted digitally. This system is intended to make customs clearance more efficient and faster. In anticipation of this, Vos Transport, in collaboration with you, wants to start this process immediately to avoid delays at the border.

What does this mean to you?

If we prepare the customs documents and handle the customs formalities for you, a Power of Attorney (POA) is required. This document authorizes us to handle the customs export declaration and other customs formalities on your behalf. Completing the POA form is a one-time process to arrange the export documents for you.

When you are shipping.

To ensure the smooth handling of your shipments, we kindly request that you submit the following documents digitally no later than 12:00 PM on the day of pickup:

• Commercial invoice (no pro forma nota)
• Customs document (export or T-document)
• Packing slip (optional)

How can you submit these documents?

You can easily upload the documents via our web portal or via a digital link that we can send you for each order. The documents must be submitted digitally by 12.00 noon on the day of collection at the latest. We would prefer you to upload the documents straight away when you make the booking. What requirements must this meet?

The commercial invoice must contain the same details as the EAD.

Why? Norwegian customs will refuse or delay the consignment and require the details to be corrected.

The commercial invoice must contain the following:

• Seller/exporter with VAT or EORI number
• Buyer/importer in Norway
• Incoterms including location (e.g. FCA Lille)
• Description of goods with HS code, country of origin and value
• Number of pallets/packages – net weight and gross weight
